you have flash , great ok ^^ I'll try to explain kay? :

first draw the character you want to dress up ( can be anything XD ) second , select the whole drawing ( you know , you see all these white dots on top of it ) and press F8 , choose " movie clip" and name it whatever you want ( now you should be able to see the image in you library , your library is on the right side where all the other things like "color" and stuff are , if your library isn't open then open it with > window > library . and it'll pop up .
third ok so now you have the image you want to dress up , now we need the clothes ! create a new layer for the clothes by clicking the "insert layer" icon in the top left corner .
fourth after that , just draw some clothes you want on the character , like hats , shoes etc . but draw them seperately from eachother . After you've drawn a clothing ( 1 ) select the whole thing and make it a movie clip like you did with the character you want to dress up . now do this for all of your clothings .
finally select a clothing and look in it's window ( it's the window on the bottom , if it's not open it has an "v" arrow , just click that and it'll open ) you need to have the "actions" screen , ok when you've got that put this into it :

startDrag("");
}
on (release){
stopDrag();
}

do this for every object/clothing you have and then your finished ^^
